The EU's latest child sexual abuse regulation (CSAR) would require messaging services to scan all URLs, images and videos shared by users for child sexual abuse material (CSAM).

According to the draft, those scans would take place on users' devices and, for end-to-end encrypted apps, would need to happen before messages are encrypted.

Signal, the encrypted messaging app, says that forcing on-device, pre-encryption inspection amounts to targeted spyware and is incompatible with true end-to-end encryption.

Udbhav Tiwari, Signal’s vice-president for global affairs, warned that "apart from the legal bit, that's exactly how malware works. It compromises your device in order to gain access to information," and added that pre-encryption scanning "negates the very purpose of encryption."

The company has also indicated it may pull its service from Europe if the measure becomes law.

Nicknamed "chat control" by opponents, the proposal — first unveiled in 2022 as the European Commission’s response to online child safety — is facing a decisive meeting of lawmakers on October 14.
